We are helping improve street and highway safety conditions in the area by addressing traffic management challenges. Here are two examples of our work:

Upper Valley Traffic Study
A major study performed in conjunction with the City of El Paso that examined the growth forecasted for the Upper Valley Area and provided recommendations on the road improvements needed to meet future travel demands.

Safe Routes to School Program
Developed Safe Routes to School plans for 48 schools in El Paso. The plans were used by the City to implement projects that will improve safety and reduce traffic, fuel consumption, and air pollution in the vicinity of elementary and middle schools.

Lulu is managing director of Walter P Moore’s El Paso Traffic and Transportation group. She has played a significant role in engineering El Paso’s traffic and ITS infrastructure for more than 20 years.

Victor J. De La Garza, M.Sc., P.E.
Victor is senior engineer in Walter P Moore’s Traffic and Intelligent Transportation Systems (ITS) Group. He manages the design and implementation of ITS and Systems Engineering projects throughout the firm.
