”Local government planning activities are common place. Communities often have planning commissions, a capital improvements plan, a comprehensive plan, and plan for any number of reasons. One plan that should definitely be included is a Hazard Mitigation Action Plan (HMAP). That plan should include the non-profit hospitals, universities, school districts and other critical support facilities that serve the community.
