The El Paso Incident Management Plan (IMP) was developed with the unprecedented cooperation of multiple city and county of El Paso agencies that defined roles, responsibilities and Standard Operating Guidelines based on specific incident severity.

TxDOT sought to make the IMP a cooperative, engineer-led effort—not an engineer-devised plan. The result was a cooperative process that formalized a great amount of existing good engineering and non-engineering practices as well as providing a ready-to-use plan for incident response and management.

With this project, the El Paso District of TxDOT took incident management planning to a sophisticated level never before seen in Texas. The project capitalized on a Traffic Management Team with a long history of cooperation in improving mobility and providing a safer environment for both first responders and the traveling public.

This Web-based control system (software development) consists of
GUI/interactive map, database development, integration with TxDOT ATMS,
and center-to-center features.
