Keeping a toll road open during construction is vital to the safety of the public, as well as maintaining a revenue stream for the North Texas Tollway Authority.

Walter P Moore developed separate bid packages that not only allowed the ramps to function earlier and begin generating revenue it also allowed contractors familiar with specific type of work to bid on separate documents and keep unit prices in order. The ramp design during construction was issued first, while the design for the freeway was being completed. The work consisted of paving, drainage, retaining wall, traffic control and pavement markings. Next, all of the architectural items and remaining roadway items necessary to make the toll booth fully functional were developed. This design process allowed the ramps to be constructed and opened to traffic much earlier.
