The City of El Paso needed to evaluate mobility needs in anticipation of projected residential growth in the city, including populated areas along the Texas/New Mexico state line. The forecasted growth included existing and planned connections to the Santa Teresa Port of Entry, residential infill, new entertainment complexes, and proposed roadway improvements.

Walter P Moore’s traffic engineering and transportation planning groups identified improvements expected to be needed in horizon years of 2017, 2025, and 2035 for an area of approximately 15 square miles. The study identified improvements expected to be needed in horizon years of 2017, 2025, and 2035. The phased improvements were planned to be designed to maintain a level of service of “C” or better at all times during the study timeline.

Forecasting was based on the TransCAD Regional transportation model using updated demographic information provided by the Metropolitan Planning Organization (MPO). Once traffic forecasts were made, the Synchro analysis tool was used to evaluate intersection operating conditions. The VISSIM model was used to model locations where animations and even greater detail were needed, such as railroad crossings and modern roundabouts.

Recommended improvements were evaluated using federal guidelines that will allow the City to seek and secure federal funding.
