Thomas Duncan, PE, PTOE


As the Director of Traffic Engineering Services for Walter P Moore, Thomas oversees the traffic groups located in Houston, Dallas, El Paso, Kansas City, Washington, D.C., and Pune (India). Having joined the firm in 2015, he has more than 16 years of engineering experience in traffic design, analysis, planning, and operations for various local governments, highway departments, and metropolitan planning organizations. Thomas has successfully managed numerous complex projects encompassing data collection and forecasting, traffic simulations, and the design, planning, and development of road realignments, rail crossings, and Intelligent Transportation Systems (ITS).

Although he’s a diehard Texan, Thomas is also licensed in Arizona, California, Colorado, Florida, Illinois, and (of course) Texas.

What gives you the most satisfaction in your work?
I get satisfaction in seeing a project grow from an idea on a page into something concrete in the ground benefiting the public.
What’s your favorite way to pass time?
I regularly support the Shriners and Big Love Cancer organizations. I serve on the City of Pearland’s Planning and Zoning Commission. My hobbies mainly involve chauffeuring 3 kids around to various activities.
What’s the best advice you’ve far?
Follow through on your commitments.
If you had to choose a different career, what would it be?
If I wasn’t an engineer, I would likely be a high school football coach.
