Synopsis

The reconstruction of Almeda Road, located along the edge of the Texas Medical Center (TMC), represents a transformative infrastructure project for the City of Houston. As one of the city’s most heavily traveled urban corridors, it serves approximately 7.2 million people each year, providing daily access for patients, healthcare workers, emergency responders, and visitors to the world’s largest medical complex. The project, to rebuild and widen approximately one mile of the road, had objectives to enhance mobility, expand multimodal access, improve drainage capacity, and elevate the visual character of a corridor that functions as a major gateway to the TMC.

Given its constrained right-of-way, aging underground infrastructure, and that roughly one-third of the corridor lies within the 100-year floodplain of Brays Bayou, traditional drainage design approaches would have been costly and disruptive. Instead, Walter P Moore proposed an innovative solution: the city’s first pilot LID roadway project, integrating green infrastructure directly into the roadway cross-section. The Almeda Road reconstruction project established new precedents for integrating green infrastructure into high-volume urban corridors. Its success demonstrated that LID is not limited to suburban developments or small pilot areas, but can be applied to major arterials serving critical urban districts.
