Synopsis
This case study of Houston’s Alley Theatre traces five decades of evolving flood protection practices in Houston, highlighting how advances in floodplain modeling and updated NOAA Atlas 14 rainfall data have continuously reshaped design standards following major events such as Tropical Storm Allison (2001) and Hurricane Harvey (2017). Designed by Ulrich Franzen in 1968, the Brutalist landmark was not originally intended to withstand major flooding from nearby Buffalo Bayou and remained outside FEMA’s 500-year floodplain through the 2000 mapping update. Although the theater flooded during TS Allison through Houston’s underground tunnel network rather than direct bayou overflow, post-Allison protections installed in 2002 informed broader code changes under the 2007 Tropical Storm Allison Recovery Project. Despite a major renovation in 2015, Hurricane Harvey inundated the facility in 2017 when floodwaters exceeded the post-Allison protection level by nearly two feet creating a new point of entry, prompting the City of Houston to require flood protection elevations two feet above the effective FEMA 500-year floodplain. Ultimately, the Alley Theatre illustrates the need to move beyond reactive flood mitigation toward resilient, forward-looking engineering design.
