Three appointments bring technical depth and market perspective to evolving client and community needs
Overview
Walter P Moore has appointed Lee Anne Dixon, PE, PTOE; Rebekah Campbell, PE, CFM; and Rucker Simon, PE, to expanded leadership roles. Together, they bring experience across transportation, water, and site development to help clients address decisions increasingly shaped by growth, resilience, and the connections among infrastructure systems.
As Director of Traffic/ITS/Planning, Dixon will guide the practice firmwide, helping clients connect transportation planning with traffic operations, safety, and technology. Her experience as a traffic engineer in the Houston region and her understanding of the agencies and stakeholders influencing transportation decisions provide a strong foundation for addressing both immediate operational needs and long-term mobility priorities. Her external leadership includes service on the ACEC Houston Board of Directors.
Campbell will lead the practice across Houston, The Woodlands, and Dallas–Fort Worth as the Managing Director of Water Resources. Her experience in watershed planning, urban stormwater systems, flood modeling, and resilience helps clients better understand risk and translate complex data into practical infrastructure strategies. Through her technical work and industry leadership, including service as president of the Texas Society of Professional Engineers Greater Houston Chapter, Campbell advocates for watershed-scale thinking that supports clearer decisions, stronger coordination across jurisdictional boundaries, and more proactive approaches to protecting communities from flooding.
As Managing Director of Houston Civil, Simon leads multidisciplinary teams in delivering sustainable site development, stormwater infrastructure, and low-impact development solutions. His expertise helps clients connect water systems with broader planning, design, and resiliency objectives, creating infrastructure that performs today while supporting future demands. An author, speaker, and advocate for water stewardship, Simon promotes integrated, data-informed approaches that respond to changing conditions and strengthen long-term outcomes for communities.
