Rucker Simon is a Principal and Managing Director in Walter P Moore’s Houston infrastructure practice, where he leads teams in the planning and delivery of sustainable infrastructure solutions. He partners with clients, designers, and multidisciplinary project teams to integrate resilience, environmental performance, and long-term value into site and water resources projects. Through his leadership, Rucker helps clients navigate complex infrastructure challenges while advancing practical, forward-looking solutions that enhance the built environment.

Rucker specializes in sustainable civil infrastructure, with expertise in green stormwater infrastructure, low-impact development systems, drainage and detention design, and infrastructure lifecycle carbon assessment. His work focuses on helping organizations reduce environmental impacts while improving the performance and resilience of the systems that support communities and campuses.
As a recognized leader in sustainable infrastructure, Rucker has contributed to the advancement of industry practices related to nature-based solutions, stormwater management, and embodied carbon reduction. He leads Walter P Moore’s Sustainable Design in Infrastructure community of practice and has supported the development of firmwide thought leadership on carbon-conscious infrastructure design.
