Charlie Penland serves as Director of Business Development for the firm’s Infrastructure Group, where he leads client engagement and growth strategy across key markets. He brings deep technical expertise and longstanding client relationships that support the firm’s strategic expansion. 

His practice focuses on site development, master planning, drainage, and flood protection, with an emphasis on delivering resilient, high-performing infrastructure. Charlie has led civil engineering efforts for complex campuses and large-scale developments, helping clients align infrastructure investment with long-term performance and operational goals.

Experience

Charlie’s experience spans civil engineering design and project management across municipal, healthcare, institutional, commercial, and campus environments. He has served as project manager and principal-in-charge for multidisciplinary projects, overseeing site planning, utilities, drainage systems, and infrastructure coordination. 

His work reflects a practical, integrated approach to infrastructure design—balancing technical requirements, regulatory coordination, and client priorities. He has contributed to master planning and infrastructure strategies for major developments, helping address complex site constraints and long-term system performance.
